Anti- Gay Neighbors- Help!!!!

We just moved to Maplewood 3 months ago.  Our neighbors have been anything but nice.  We would wave and even say hi but they would turn their backs to us.  I even went to their house to speak with them and introduce myself and thought it was going to be ok.  But the treatment continued.  Our first interaction was getting yelled at because our 4 month old puppy went on their protperty.  Though the puppy should not have been there I thought the reaction was uncalled for. 
Since then they have called the cops on our 8 year old boys.  They have told their children not to play with ours. Our children are special needs as well.  They have made their boundaries clear.  Once again the puppy got out and the wife tried to hit him with a 2 by 4.  Their children keep coming into our yard.  When we are out the children won't come in to get their ball, so the father will come into the yard.
I went to town hall and asked to put up a 6 ft fence to keep my children in and to keep my neighbors safe from injuring themselves in my yard.  Even the cops recommended to put a 6 ft fence up dur to the situation. I was told by Mr. Mittermaier told me whatever I tell him he is going to reject me.  I explained the situation in detail, and he said I am going to reject you.  So now I have to fill out all this paper work, write a letter explaining my situation which he will reject again, as per Mr. Mittermaier.
So my first 3 months have not been the best.  Does anyone have any suggestions on what to do?
